Strategi energi terbarukan India: Studi kasus Bhadla Solar Park dan Internasional Solar Alliance (ISA) dalam perspektif domestik-internasional

Abstract
India telah berkomitmen untuk transisi ke energi bersih, dengan fokus pada pengembangan energi surya skala besar di dalam negeri dan upaya diplomatik di tingkat global. Artikel ini menganalisis strategi energi terbarukan India melalui pendekatan dua tingkat: domestik melalui studi kasus Bhadla Solar Park, dan internasional melalui peran India dalam International Solar Alliance (ISA). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metodologi studi kasus ganda, menggabungkan kerangka institusionalisme, soft power, dan diplomasi hijau. Hasil penelitian menunjukkan bahwa keberhasilan Bhadla Solar Park tercapai berkat sinergi antara infrastruktur kebijakan domestik, dukungan pemerintah lokal, dan upaya transisi energi nasional. Selain itu, India menggunakan ISA sebagai alat soft power untuk memperkuat posisinya sebagai pemimpin global dalam energi bersih, terutama untuk negara berkembang dan negara kekuatan menengah. Penelitian ini menyimpulkan bahwa strategi energi terbarukan India tidak hanya memenuhi kebutuhan domestik tetapi juga sebagai langkah strategis untuk memperluas pengaruh internasional melalui diplomasi lingkungan.
