Negosiasi, veto, dan lobi internasional dalam isu Palestina di PBB: Studi kasus resolusi 2017

Abstract
Penelitian ini bertujuan untuk menganalisis pengaruh veto, lobi internasional, dan negosiasi dalam pengambilan keputusan PBB terkait Palestina, khususnya Resolusi PBB tahun 2017 tentang Palestina. Pendekatan yang digunakan adalah kualitatif dengan desain studi kasus, mengumpulkan data dari jurnal Hubungan Internasional, catatan voting PBB, laporan LSM, dan berita dari BBC serta Al Jazeera. Analisis konten digunakan untuk mengidentifikasi tema terkait peran veto, pengaruh lobi internasional, dan dinamika negosiasi. Hasil penelitian menunjukkan bahwa veto Amerika Serikat sangat dipengaruhi oleh kebijakan luar negeri yang didorong oleh kepentingan strategis dan lobi domestik, terutama dari kelompok pro-Israel seperti AIPAC. Keputusan AS menggunakan hak vetonya meskipun bertentangan dengan mayoritas suara di Dewan Keamanan mencerminkan ketidakadilan dalam sistem PBB yang didominasi kekuatan besar. Implikasi temuan ini penting untuk menganalisis faktor eksternal dan internal dalam diplomasi internasional, terutama terkait Palestina.
